In our 13th year of the program, we are delighted to reveal the participants of the 2025 Emerging Leaders in Governance program (ELGP).  This program exists thanks to the financial and in kind support of Community Partners – thank you to all the organisations below.

Alanna Lofthouse (she/her)

Alanna is a senior commercial lawyer with significant experience in the services and healthcare sectors. Alanna started her professional career at an international law firm where she focused on social services and infrastructure. She had a lead role over many years advising the NSW Government on innovative and sustainable frameworks for social and affordable housing, which included a secondment to the NSW Department of Family and Community Services.

Following that experience, Alanna had a strong desire to pursue work in the for-purpose sector and has held roles as in-house counsel in healthcare organisations as well as advisory roles, alongside volunteering with Navitas as a tutor for adult migrants.  Alanna is especially interested in the private sector’s potential to collaborate with Government in enhancing social and healthcare outcomes in Australia.

 

 

 

 

 
 
 
 

 

 

 


 
 
 

Amy Galpin (she/her)

Amy has held a number of leaderships positions during her 17-year career in the Not-for-Profit sector, predominantly in disability services. Throughout this time she has been committed to positively influencing service delivery and design with a focus on client centred practices and high quality services.

Passionate about co-design and creating client reference groups to feed into senior leadership and board meetings and creating accessible ways for meaningful engagement between clients and organisational leaders, Amy also has a strong focus on business sustainability and is a flexible and innovative thinker to respond to an ever-changing landscape.

Andy Fox-Russell (he/him)

Andrew Fox-Russell is an experienced leader with over a decade of expertise managing complex operations within the UK water industry. He excels at leading multidisciplinary teams, optimising operational efficiency, ensuring regulatory compliance, and managing high-stakes projects, including the water supply to Glastonbury Festival. He is currently pursuing an MBA at Edith Cowan University and aims to enhance his leadership and governance skills to make a positive impact in the not-for-profit sector. Andrew is a Fellow of the Institute of Managers and Leaders, an Associate Fellow of the Australian Institute of Management WA, and a Member of the Australian Institute of Company Directors, reflecting his dedication to effective leadership and good governance. He chaired an amateur football club for over a decade, served as a director of a property management company, and raised funds for charities through event running, including when he achieved his lifelong goal of running a marathon.

 

 

 

 
 
 
 

 


 
 
 
 
 
 

Chris Bashall (he/him)

Chris is a proud father of three and an accomplished strategist with +15 years of healthcare experience bridging the clinical and technical worlds together to help transform patient care. Currently a healthcare technology strategist at Microsoft, Chris works across tertiary, primary and community care in Western Australia driving better outcomes for all stakeholders.

Aged care and community services are a vital part of the equation which makes up healthcare and Chris’s vision is to transform the way we deliver healthcare in Western Australia resulting in better outcomes for all. By working in the non-profit sector Chris can contribute to championing greater alignment across the care boundaries. Chris is actively involved in the community whether it’s being a surf lifeguard for over 15 years a Scarboro SLSC, mentoring students at St Marys or Girraween SHS, reviewing journal articles for publication or more recently advocating for consumers on SJOG Consumer advisory group.

 

 

 

 

 

 
 
 
 

 


 
 
 

 

 

Erin Farley (she/her)

Erin is a dedicated professional with extensive experience in ecological restoration, conservation, and non-for-profit community landcare management. Her expertise encompasses stakeholder engagement, revegetation program management, production nursery management and environmental education. She has a strong track record in operations management and volunteer training, along with community engagement initiatives.

She has been an active member of Girl Guides WA since she was 7 years old and has served as a Leader of Youth since the age of 18. Currently Erin is an Assistant State Commissioner and serves on the State Board. She also holds the role of Environment and Sustainability Manager for the 2025 National Jamboree and is part of the WA Adventurous Outdoor Activities Program team. Her previous leadership positions include WA Contingent Leader for the 2023 National Jamboree and involvement with the Olave Program and committee. Erin’s contributions to Guiding have been recognized with the Wattle Award (in recognition of significant commitment to Guiding), and a WA 15 years of Service Award, alongside a perfect rating as a Community Program Volunteer at Sangam WAGGGS World Centre in India. Jess Walpole (she/her)

Jess is a values-driven leader with over 15 years’ experience in community services across operational and strategic roles within government and non-government sectors and has a clinical background in occupational therapy.

With a Diploma in Project Management, Jess is passionate leading initiatives that enhance outcomes for people and communities through sustainable change, enabled through contemporary policy and applying a systems thinking approach. She possesses a sound understanding trends and issues, including state and national reform agendas impacting the wellbeing of people and families – particularly across disability, child protection and Aboriginal communities.

Jess is the primary carer of her sister with disability and has lived experience of the child protection system. She believes everyone has the right to participate, contribute and live a life of their choice, regardless of the intersectionality of the aspects of their identity and life experience that predispose them to overlapping forms of discrimination and marginalisation.

 

 

 

 

 

 
 
 
 

 

 


 
 

 

Judith William (she/her)

Judith is a dedicated people manager with over seven years of experience in the Social and Community Sector. Passionate about positively impacting the lives of individuals and staff alike, she excels in coaching, mentoring, and delivering client-focused solutions. As the Founder and CEO of Ethicare Supports, Judith transforms disability services through strategic leadership and a commitment to compliance, fostering a supportive environment for clients and their families. Her specialties include disability service management, business strategy, compliance, team leadership, financial management, quality assurance, and NDIS services.

Previously, Judith served as the Founder and Managing Director of Cuddly Healthcare Services and Disability Service Coordinator at Auscare Group, demonstrating expertise in operational excellence and regulatory compliance. She also worked as a Research Assistant at the University of Western Australia. Judith holds a Graduate Diploma in Community Development and Leadership, a Master’s in International Development, and a Bachelor of Arts in Social Work and Communication. Lachlan Rosher (he/him)

Lachlan is an experienced senior project engineer for Ertech, an Australian-owned engineering contractor. He is not just a versatile and respected team member, but a leader in engineering and project management and a valued mentor for junior team members. His deep desire to engineer better outcomes for the organisation, the clients he works with, and a new generation of engineers and students entering the industry is a testament to his collaborative spirit.

Lachlan is also the Engineer in Residence and a mentor to over 100 young students at the Motivation Foundation. This not-for-profit organisation runs a training academy that creates career pathways into the construction industry for disadvantaged and disengaged youth. Mariama Bah (she/her)

Mariama is a dedicated professional with over six years of experience in local governance, urban planning, and disaster management. She co-funded a not-for-profit organization called Supreme Ladies, where she serves as Secretary. This organization empowers women and addresses pressing issues like teenage pregnancy and the provision of school materials for children in disadvantaged communities, helping over 100 children in need. Inspired by her own experiences, Mariama is committed to creating equitable opportunities for others. She has made significant contributions to community projects, including the development of shelters for fire victims in Susan Bay and Kroo Bay. Mariama also participated in the Joondalup Innovation Challenge, where she developed real-life solutions for local residents and was recognized as the Best Engaged Student. Currently pursuing a Diploma in Project Management and having recently completed a Diploma in Cybersecurity, she aims to use her skills to lead impactful initiatives in the community. Melissa Koh (she/her)

Melissa is passionate about working alongside people in a values-driven way to support positive societal change. Graduating with a degree in commerce and a masters in social work, she has worked in leadership, social work and human resources roles across the community services, healthcare, and education sectors.

Her experience includes strategic and operational leadership in the disability sector, developing and delivering programs for individuals with neurodevelopmental disabilities, providing clinical social work assessments and interventions, and delivering change management, recruitment and other projects in human resources.

She has also volunteered with various not-for-profit organisations, as a Volunteer Coordinator at Connect Groups, HR Support Officer at Oaktree Foundation and alongside people with autism and down syndrome.

Melissa takes a person-centred and strengths-based approach to her work and believes it is important to bring people along the journey by consulting and co-designing services with end-users to achieve outcomes that are long-lasting and impactful.

 

 

 

 

 

 
 
 

 


 

 
 
 
 

Miley Nguyen, who is one of 20 ELGP participant in 2025Miley Nguyen (she/her)

Miley is a self-motivated professional with over four years of experience in the not-for-profit sector, committed to supporting the safety, development, and empowerment of individuals through a person-centered and strengths-based approach. After discovering her passion for fostering the growth of others, she continually seeks to enhance her skills, focusing on promoting independence and confidence, enabling individuals to lead fulfilling lives.

As an experienced Support Officer at CarersWA, Miley is dedicated to improving the lives of family carers in Western Australia. She assists them in accessing both funded and non-funded support across various programs, enhancing clients’ capacity-building and emotional resilience for long-term success.

In her role as a community leader, Miley has organized and facilitated numerous free cultural events and health workshops on topics such as aged care support, domestic violence, and self-care to raise community awareness. She has also successfully secured various community grant funds, totaling up to $15,000, to benefit local residents, improve their well-being, and foster a sense of belonging among participants.

 

 

 

 

 

 

 
 
 
 

 

 

 

 

 


 

 
 

 

Nick Tran (he/him)

After practicing optometry for over 5 years across regional and metro Australia, Nicholas is driven to expand beyond clinical care. He developed a passion for regional optometry during his work across Darwin, NSW South Coast and regional QLD. In Perth he maintains a position at the Sir Charles Gairdner hospital and other private optometry practices. His experience within aged care homes, Sir Charles Gairdner Hospital and regional Australia has given him a depth of understanding into vision impairment in older Australians. Its impact on independence, an individual’s quality of life and how it affects family members. Nicholas has held leadership positions in various optometric and community committees. Advocating for regional and corporate- employed optometrists, alumni of the Deakin Optometry program and sporting teams. Nicholas is motivated to expand his career beyond clinical practice and is seeking opportunities to improve the health and wellbeing of older Australians with a focus on visual impairment.

 

 

 
 
 
 

 

 

 

 

 


 

 

 

Nicola McKinnon (she/her)

Nicola is a high-energy and dedicated medical science graduate, whose enthusiasm for great customer service and memorable client interactions has evolved from over 10 years in hospitality in a variety of positions; growing from waitress to Store Manager, to eventually to Quality Trainer for the organization. During the COVID pandemic, Nicola’s interest in community services, and services available to those less fortunate, grew when she was able to see the impact of social isolation in her local community. She changed her career focus to Community services and is now in her 4th year in the Aged Care Sector, whilst also having completed a Diploma in Community Services.

In her spare time, Nicola volunteers at her local run club, from marshalling runners to coordinating volunteers, to ensure races go according to plan.

 

 
 
 
 

 

 

 


 

 
 

 

Peter Butler (he/him)

Peter Butler is an experienced Community Partnership Specialist at Communicare Communities for Children Armadale. Peter has demonstrated expertise in using systems-level thinking to inform strategy, lead meetings, and analyse data to identify trends. Previously, he served as Project Officer for The Smith Family Communities for Children Kwinana where he supported community partners in implementing outcomes-based planning and evaluation mechanisms.

His diverse career includes roles such as Health Promotion & Wellbeing Coordinator at MS Plus and as Project Officer for Cancer Council Victoria’s ABC Study.
In addition to his professional career, Peter has volunteered with Cancer Council Victoria’s Archival Department, The Smith Family, and as the Women’s Football Coordinator at North Brunswick Football Club, promoting women’s health and wellbeing through sport.

Peter’s commitment to the not-for-profit sector stems from a desire to make access to health and wellbeing more equitable, ensuring that every person has the opportunity to thrive.

 

 

 
 
 
 

 

 

 


 

 
 

 

Tatiana Ray (she/her)

Tatiana is passionate about inclusion and diversity, currently working for Wanslea Family Services as an Early Childhood Practitioner – supporting children with developmental delay and/or disabilities, to access NDIS, mainstream or community supports. Tatiana has a demonstrated history of strong operational leadership skills, working in the individual, family services, non-for-profit and corporate space. Skilled in disabilities, psychology, positive behaviour support and management.

Tatiana is also a committed volunteer within our community, she is the Head Coach of an Inclusive Volleyball program for people with disability and continues to collaborate in several Volleyball related projects in the Peel Region, across schools, leisure centres and sporting clubs, collaborating and securing funding to ensure their continuity.

Tatiana has a Bachelor of Psychology (Honours) degree, two Postgraduate Diplomas in People’s Management and Organisational Dynamics, and a Diploma in Early Childhood Education and Teaching.

 

 

 
 
 
 

 

 

 


 

 
 

 

Tiana Connor (she/her)

Tiana has been dedicated to serving others from a young age, beginning with her involvement in Scouts Australia, where she developed a passion for volunteering and community service. With a professional background as a registered nurse and an MBA, she has spent several years working in the aged care sector, particularly within not-for-profit organisations. Her experience includes the management of aged care homes, where she led dedicated teams to deliver the highest standard of care—care that was not only safe and effective but also deeply meaningful and important to those they served. Driven by a deep commitment to making a difference, Tiana continues to be passionate about contributing to the non-profit space, striving to create positive, lasting impacts on the communities she serves.

 

 

 
 
 
 

 

 

 


 

 
 

 

Tess Dickson (she/her)

Tess Dickson is a dedicated Community Development Officer at the Town of Victoria Park, specialising in Youth and Diversity. With a strong background in community development and communications, Tess drives initiatives in child safety, LGBTQIA+ inclusion, and family support. She plays a key role in developing and implementing action plans and policies and facilitates sector networks to foster collaboration and drive meaningful change. As a board member of Vic Park Pride, Tess is actively involved in advocating for marginalised voices and leading impactful community programs. Her experience in marketing and public relations enhances her ability to engage stakeholders and manage projects effectively. Tess supervises the youth team, mentors young leaders, and organises programs and events that support community wellbeing. Tristan Bonthuys (he/him)

Tristan is a Chartered Accountant and an Australian Institute of Company Directors graduate with a diverse professional background, including Public Practice Auditing in South Africa, Corporate Investment Banking in London, and the Mining Sector in Western Australia. Since November 2021, Tristan has dedicated his skills to the not-for-profit sector, working at Juniper Aged Care. His passion for community work is also reflected in his extensive volunteering experience, which his highlights include having assisted at local soup kitchens, participating in tree-planting initiatives to support the environment, and playing saxophone at community gatherings. Tristan is deeply committed to using his financial and leadership expertise to positively impact the community and is driven by the desire to contribute meaningfully to the not-for-profit sector.

 

 

 
 
 
 

 

 

 


 

 
 

 

 

Valentina Kogon (she/her)

Valentina is an economist specialising in policy development, regulatory integration, and project management, with experience working across both government and the private sector. She has led cross-functional teams to implement regulatory changes that drive innovation and deliver positive organisational outcomes.

Valentina believes that effective governance, rooted in inclusivity and collaboration, strengthens decision-making and enhances organisational resilience. Her passion for diversity and making an impact is reflected in her role as Treasurer for the Women in Energy Committee – Perth, which advocates for gender equity and supports the retention and career development of talented women in the energy sector.

Valentina is eager to build on her volunteering experience and deepen her engagement with not-for-profit organisations that have a strong social mission. She looks forward to making a tangible impact by contributing to long-term community development and driving positive social change.

 

 
 
 
 

 

 

 


 

 
 

 

Vern Bates (he/him)

Vern Bates is dedicated to upholding human rights for vulnerable and disadvantaged people in our community. In 2023 he was a Finalist for the Excellence in Rights Promotion Award at the Disability Support Awards and presented ‘NDIS access in prison – An innovative Prison Advocacy Pilot’ at the 16th Reintegration Puzzle Conference. Vern volunteers weekly at Tranby Engagement Hub, Perth’s engagement and referral service for people experiencing homelessness. He previously worked as a Recovery Mentor and Mental Health Link Worker in a Community Drug and Alcohol Team in Hampshire, England, and as an Echocardiographer at Vancouver General Hospital working with Downtown Eastside locals using Insite, Vancouver’s supervised injection site. Vern’s first volunteering experience was teaching kids with Asthma how to swim. He currently leads the Lived Experience Framework at Uniting WA, building a participatory culture that embraces opportunities to embed the voices of lived experience in all aspects of the organisation.
